"Some of the no-look passes, passes where we think our teammates are going to be, are things we can correct. “You are not going to turn some of our guys into Magic Johnson overnight but we can make better decisions of things we control in our turnovers.” Giveaways have been a theme of all three games, and each time, the Raptors have come away vowing to do a better job of protecting the ball. "I forced myself to go back, but I wanted no part of it. “I was just going through the motions. It took a long time to get our heads back there, but wed played in a lot of provincials before and we knew going into the trials that it was something wed have to transition to. It wasnt easy, but we did a good enough job to pull off the win there.” Once she got her Manitoba team jacket and got to Montreal, she was thrilled to finally have a chance to represent her province at the Scotties. On the team website, Carey describes herself as “Unemployed, AKA Starving Curler.” She worked as a sales representative for a mattress company for six years, but was finally told to choose between curling and her job. “It was the year of the trials and Im not going to pick that job over curling,” she said. "My initial thought was to get a new job, but with trials in December its hard to start a new job and say I need six weeks of holidays. “Ive been unemployed since then. It will have to change after this because I cant pay my bills.” Manitobas win over Quebec had some wondering if curling needs a mercy rule. This is a very good team. I know they didnt rise to the challenge of playoff urgency last year but their statistical success was extreme. And yes, there is a degree of truth that statistics dont always convey the whole picture, but they are accurate indicators of what has improved and what the priority is to improve. For the Stampeders, there is little to find a discouraging word about. Here are the categories of pure football efficiency that the Stampeders finished first in compared to the other eight teams in the league last year: points scored, 30 per game; net offense, 383 per game; rushing yards, 141 per game; fewest quarterback sacks allowed; best second to first conversion rate; most quarterback sacks on defence; fewest giveaways, only 27 over 18 games; and tied with the Roughriders with the best takeaway/giveaway ratio at +19. Really, the only two areas of concern are punt and kick returns and red zone defence in which Calgary finished seventh best. This is a very good team. Quarterback will be an interesting battle. It should be a battle between the youth and arm skill of Bo Levi Mitchell and the intensity with determination of Drew Tate. Mitchell has youth on his side, Tate has the experience; and for Tate a surprising amount of experience. This is now his eighth year in the league and now is the time, but I said that at this time last year too. They are different types of quarterbacks and personalities. Tate is kind of confrontational and aggressive while Mitchell is more smooth and mellow, I would say. Both do work well under pressure and both have excellent futures. Still, it will be very interesting to see who wins the job and if they can keep it for 18 games. Its a nice problem to have but a difficult decision to make between the two. With quarterback depth a unique luxury and in some ways taken care of, the next strength is kicking. You can make an easy argument that no CFL team has a better combo punter/kicker than Rob Maver and Rene Parades. Especially in the field goal kicking, the streak they had last season was both entertaining and game-changing. There will come a day where some field goal kicker makes every kick, does not miss one over the course of the season. The art of kicking has developed into a science more than ever before and a calm concentrated demeanor is more significant than ever before. Yes, its a lofty goal but obtainable also attainable. Maybe in Calgary. Also interesting outside of the priority of a great quarterback and the critical importance of good kickers is depth at running back. With Jon Cornish, Martell Mallett and Jock Sanders there are now three good ones. Of the three, the best may be Sanders, especially if he returns punts and kicks replacing Larry Taylor. Calgary finished fifth best in both punt and kick returns so there is room for improvement. By no means was Taylor the sole issue as a returner is as good as his blocking, especially initially. Still, with Sanders you have acceleration in the excess and a quality running back who can start. The Roughriders will miss Kory Sheets, Keith Shologon, and Craig Butler, but losing Sanders to their most direct competition is a double issue. Evaluating personnel is subjective in that how one person may see the present ability of one player or their potential is always different than another. But right now the combination of 24 starters and key depth contributors in Calgary has no clear superior. It may not be of obvious significance right now, but wait until October and November. Hey Kerry, During a recent Ottawa 67s game (Sun, Feb. 19 vs Erie Otters), a 67s player was handed a 10-minute misconduct for inciting. I had never heard of that one before so I read up on that rule. (iii) Any player who, after warning by the Referee, persists in any course of conduct (including threatening or abusive language or gestures or similar actions) designed to incite an opponent into incurring a penalty. To me, this penalty could be called more frequently and may also help stop some of the stupid stuff that leads to fights. How often do we see players standing there face to face shaking their gloves waiting for the opposing player to drop their gloves first in an attempt to induce the instigator? How often does a “tough guy” taunt an opposing player saying, “Lets go!” over and over again? I had a discussion about the Instigator rule and my opinion was that the Instigator should be called on the player who really instigates the fight not the one that drops their gloves first…a.k.a guys like Sean Avery yapping and trying to get under another players skin to get them to drop the gloves and get the penalty. Now that I am more aware of this inciting rule, I think the application of this rule on a more regular basis would go a long way towards stopping the stupid crap that leads to the dirty plays and needless fights. Terry Benson,Ottawa Terry: The instigator question answered in yesterdays column provides a perfect segue to options the referee has at his disposal in order to control scrums and deal with players that attempt to incite an opponent. As I wrote, heading into Wednesdays games 791 fighting majors had been assessed. While it normally takes two to tango, due to the uneven number it would appear that one pugilist found an unwilling dance partner? In approximately 395 fights only 30 instigators were identified with the appropriate penalty (which includes 10 minute misconduct.) The lack of enforcement of the instigator in several obvious cases that we have all observed has made this rule all but obsolete. In most cases a player that utilizes a good, solid body check has to end up fighting to defend himself in an attack that comes from a teammate of the player he legally body checked. This will continue until the appropriate instigator penalties are applied on a consistent basis. Terry, you correctly quote Rule 75.4 iii) – Misconduct to deal with a player that attempts to incite an opponent. This penalty is a subsection of Rule 75 – Unsportsmanlike Conduct designed to prevent disorderly conduct by players and non-playing personnel (coaches, trainers, managers.) In the application of this rule there is generally a progression from the minor penalty to the next step which is the assessment of a 10-minute misconduct. The thought process here is that a minor penalty hurts the team and acts as better deterrent than just putting a guy in the box for 10 minutes for being a knuckle head! In most cases the team wont miss him anyway. The first application should be Rule 75.2 i) Any identifiable player who uses obscene, profane or abusive language or gestures directed at any person.That is not to say that the referee is handcuffed into assessing the minor penalty first (or applying the minor and/or misconduct) but it is and should be more standard operating procedure than the exception. Late in a game the situation might arise where the referee deems it appropriate to remove a player from the ice (to the dressing room) to keep the peace and avoid an unwanted situation. You might recall referee Dan ORourke remove big John Scott from the game in Chicago with a couple of minutes remaining during a playoff game against Vancouver. Scott came out for an end zone faceoff with a Canuck victory secured. Big John wasnt sent out to tie or win the game and proceeded to chirp and incite the visitors before the puck was dropped. ORourke wisely took the matters into his own hands and send Scott to the showers with a misconduct penalty for inciting before the puck was dropped. There was no need to rub salt in the Hawks feathers by assessing the minor penalty as well. The situation called for action by the referee and he stepped up and took control. On many occasions over my career, when players joined in scrums after the whistle, I went to both benches and informed the coaches that any further scrums would result in an unsportsmanlike conduct penalty to one player and one player only. (No four on four would result.) I continued by telling them that it might be their player or the other team player that would be assessed the penalty so I would prefer if they took control of their players before I had to lay the hammer down. Once I made the trip to the bench I made good on my promise if the coach was unable to convey my message to his players. The best element of control is the fear a player or team has knowing that the referee will call a penalty that will put a team shorthanded not lets roll the dice because maybe he will call it; maybe he wont. Remember the snowing of the goalie in the playoffs last season. That was a form of inciting and nothing good would result. It should have been dealt with by the referees the first time it happened with a warning issued to the player and the coach. If it happened again an unsportsmanlike conduct penalty would result. Instead it persisted from one end of the ice to the other. Finally in game 5 & 6 of the series Hockey Ops publicly stated the referees would address the situation. The same thing occurred with embellishment. You dont wait until the late stages of a series to address something that began early and should have been taken care of at that time. When Sean Avery taunted Martin Brodeur with his stick waving dance we didnt need to create a new rule to deal with that situation. Rule 75 was already in place and should have been assessed to squash the circus that followed. When a player sends a “rifle shot” with his stick after a goal to taunt or incite the goalie, rule 75 is at the refs disposal. During my career I dealt with some of the best/worst for getting under the skin of their opponents; Matthew Barnaby, Tyson Nash, Claude Lemieux and the list goes on. The one thing these guys feared most was going to the penalty box by themselves; more importantly by putting their team down a man with a minor penalty instead of a misconduct for trash talking and taunting. One night in a scrum I said to Barney, “Do you want two minutes?” He replied, “NO just give me 10.” I said, “Keep it up and Ill give you both – your team will definitely be on the PK.” That ended the scrum. The last thing he wanted was to put his team a man down. He was a team player first. Memo to refs: rely on the assets that the rules provide you. On Thursday night in Toronto the CFL Rules Committee will vote on whether or not defensive pass interference (DPI) should be the first judgment penalty in football to be subject to video review. If the idea is passed in that meeting, it will then be presented to the leagues Board of Governors, who ultimately has the final say. Defensive pass interference was one of 13 discussion points when the Rules Committee met on Wednesday but, not surprisingly, DPI was the topic that dominated the meeting, and if the unofficial show of hands was any indication, this rule change proposal will in fact be passed and presented to the Board. It was not unanimous, but the large majority is in favour of adding defensive pass interference to the plays that will be challengeable in the 2014 season. Again the majority of football people on the Rules Committee want this to happen. To give some context, Wednesdays meeting was not the first time this rule proposal was presented to the group; this is a discussion that started in July of last year. That didnt however, limit what was an interesting debate on what, as the head of officials Glen Johnson said, would be a rule change that, "is more than innovative. In the world of officiating, for all sports, its revolutionary.” The proposal on the table, as written in Wednesdays agenda is, "to allow coaches to challenge both called and potential defensive pass interference fouls. A team would be able to use any and all of its coaches challenges (and their potential third earned challenge on a called DPI foul or a potential non-called DPI foul up to the three minute warning of the fourth quarter. This challenge would be carried out using the current replay rules and protocols just as they would for any other challengeable aspect of a play. In the last three minutes of the game, and in overtime, DPI would not be automatically reviewed by the command centre as all the current challengeable calls are now. It was a major part of the discussion on Wednesday, but in the last three minutes the proposal currently reads, “if a team has both timeouts and unused coaches challenges remaining at the three minute warning of the fourth quarter, they may now challenge a called DPI foul or a potential non-called DPI foul once in this time period. If they are successful in their challenge they will retain their timeout, and if unsuccessful, they will lose their timeout.” The three minute warning aspect of the rule change was debated in the meeting on Wednesday and still may be amended; however, it doesnt look like it will be an issue that stops the proposal from moving to the next level. Also, if youre wondering about offensive pass interference, it is not part of this proposal because it is not a point of foul penalty. If offensive pass interference is committed, it is a ten-yard penalty from the line of scrimmage. If defensive pass interference occurs, the ball is placed where the foul happened, conceivably as much as a 30- to 50-yard penalty, and or, put the ball on the one-yard line if the foul occurs in the end zone. Every team in the league, the officials, and the CFLPA are represented in the Rules Committee, which is a group that includes some of the top football minds in our games history; and the majority of them think it is time to expand the use of video review. Again, it was an unofficial show of hands but, unless something changes on Thursday night, the rule proposal to make defensive pass interference the first reviewable judgment penalty in the history of football will be passed and put in the hands of the Board of Governors.
